The Programme comprises a national-level component and a local component with 15 local-level Partnership Projects (PP) in selected cities to practice ideas of environmental governance and to adapt European experiences to China’s circumstances.

Till August 2011, the programme has organized 3 field trips over 5 provinces in China and completed the study onOverview of China’s Regulatory Framework in Environmental Governance and the study onReview of Environmental Information Disclosure in China.

With over 120 environmental experts and officials participated in the conference, the event was widely covered by media and has attracted attentions from environmental professionals. The conference was themed on development of environmental governance policies in China and the regulatory frame work of environmental governance policies in EU.

3 follow-up trainings were held in both central and local levels as capacity building sessions. During the trainings, EU experiences in environmental justice, environmental public interest litigation, environmental damage assessment and remediation were introduced.

Their practices include baseline studies, awareness raising, capacity building and policy recommendations drafting. Till October 2014, all PPs have completed and submitted their outcomes to the central level.

Over 20 environmental reporters/editors as well as PP representatives participated in the event. Four PP speakers introduced the progress of their respective programmes.

EGP’s third Policy Dialogue Seminar was held with MEP officials and expert to review the Programme’s Study 5 and Study 6 on Public Participation Mechanism and Environmental Court and Tribunal System. Through the event, demands and ideas from China’s central government are better understood by EGP experts.

The seminar discussed key issues in the new Environmental Protection law including environmental rights, citizen’s environmental obligations, environmental public interest litigation, procedures of public participation and EU experiences in coping with “NIMBY “conflicts.

Both central level and local level of the project introduced their outcomes and deepened and broadened their cooperation with MEP. Experts from the central level stated to prepare for a policy synthesis report with policy recommendations, extracting all lessons-learnt from the 15 local Partnership Projects.

EGP held an international consultation seminar on environmental justice for Supreme People’s Court and Legislative Affair Committee, National People’s Congress to support development of public interest litigation in China through presentation, discussion, Q&A sessions, and follow-up written policy recommendations.

EGP held a seminar with international experts to support the legislation process of the new Air Pollution Prevention and Control Law. The seminar was designed to meet demands of MEP and Legislative Affairs Committee of National People’s Congress and was well received by the Chinese stakeholders.
