China to Beef up Independent Innovation

China issued a circular on Wednesday calling for improvements to the country's capacity to independently innovate.
The circular stressed the building of an infrastructure and the recruiting of talent capable of innovating, as well as the need to create a sound environment for promoting innovation, according to a statement released on the Chinese central government's website.
The statement urged enhanced innovation capacity in key industries and primary social areas.
It noted that China's independent innovation credentials still fall far behind international levels, adding that prospective and systematic deployments are needed in this regard.
Problems exist such as overlapping distribution of resources that would aid innovation, and low efficiency in their use, according to the statement.
It added that China will primarily push forward the construction of innovative bases and advance the infrastructure used for scientific research and experiment.
Public services and capacity for innovation in key sectors also need to be improved, the circular urged.
