In 2009, Achim Steiner, UN Under-Secretary-General & UNEP Executive Director, proposed to cooperate in the undertaking of SUC Programme with Jia Cui (China) Environmental Promotive Center (JCEP) in UNEP’s Headquarters, Nairobi.
