The Central Committee of the China Democratic National Construction Association is to propose the establishment of a fund geared to fight air pollution

The Central Committee of the China Democratic National Construction Association (CDNCA) is to propose the establishment of a special fund geared to fight air pollution at the forthcoming First Session of the 12th CPPCC National Committee to be held in early March. CDNCA, one of the eight democratic parties in the country, reportedly prepares to submit 41 motions at the session.

Many parts of China have seen much fog and haze in recent months, including the Yangtze River Delta and Zhujiang River Delta in east China, plus Beijing, Tianjin, Hebei and Shandong in north China.

The main causes for air pollution are high energy consumption and excessive pollutant emissions of major industries, coal guzzlers and vehicles, the proposal analyzed.

It is suggested that a special fund be allocated to turn the tide, with a certain proportion of funding stemming from oil consumption tax used to cover the production costs, sales and use of high quality oil products.

The proposal also suggests the adjustment of bus stops and routes to reduce traffic congestion and calls for a low-carbon way of traveling from A to B.
