Brazil challenges U.S. countervailing measures on steel products at WTO

Brazil requested dispute consultations on Friday at WTO regarding countervailing duties imposed by the United States on imports of Brazilian cold- and hot-rolled steel flat products, according to a statement delivered by the WTO secretariat.

Brazil alleges the U.S. measures are inconsistent with a number of procedural and substantive provisions under the Agreement on Subsidies and Countervailing Measures and Article VI of the General Agreement on Tariffs and Trade (GATT) 1994.

In September, the U.S. trade authority made a final ruling to allow the Commerce Department to impose countervailing duty on imports of cold-rolled steel flat products from Brazil.

The request for consultations formally initiates a dispute in the WTO. Consultations give the parties an opportunity to discuss the matter and to find a satisfactory solution without proceeding further with litigation.

After 60 days, if consultations have failed to resolve the dispute, the complainant may request adjudication by a panel. Endit
