The following are news highlights in Zambia's major media outlets on Thursday.

-- Zambia is losing about 2 billion U.S. dollars annually through illicit financial outflows, a local think tank has said.

Clement Kapalu, the organization's assistant director said Zambia had continued to lose colossal sums of money due to trade mispricing, especially in the mining sector, adding that this was negatively affecting development. (Times of Zambia)

-- The Zambian government said it was committed to creating animal disease free ones across the country in order to boost the livestock sector.

Minister of Livestock and Fisheries Michael Katambo said the government would prioritize research in animal diseases so that the country has healthy animals that could be exported and earn foreign exchange. (Zambia Daily Mail)

-- The Zambian government said it is an injustice akin to slavery to order former ministers to repay salaries and allowances they accrued when parliament was dissolved in May this year ahead of the August 11 general elections.

Attorney General Likando Kalaluka has said in an affidavit filed in the Constitutional Court challenging its decision to order the former ministers to repay the money. On August 8, the court ordered the ministers to pay back the money that had accrued when parliament was dissolved, saying they were in office illegally but the ministers have asked the attorney general for a review of the court's decision.
