China to exclude negligent officials from promotion

Officials found to have broken Party rules or laws will not be eligible for promotion, according to a document issued by the general office of the Communist Party of China (CPC) Central Committee Monday.

The document said the move would support the CPC's comprehensive and strict governing of the Party and its management of officials, thus, Party committees must make it a priority.

The new rule must be implemented seriously during local leadership transitions and those who fail to do so will be held accountable.

All departments must report significant situations and suggestions to the CPC Central Committee during implementation, according to the document.

Moreover, secretaries of Party committees at all levels were ordered to only promote loyal and clean officials, or those who have made remarkable progress in reform and development.

In addition, a supervision database on the conduct of officials should cover their professionalism and any comments and reports gathered from the Internet, according to the statement.

It also called for more efforts to track the performance of potential heads or deputy-heads of local Party committees and governments, as well as newly-appointed officials.

The document called for detailed assessment of performance run before promotion to ensure the results of reviews are comprehensive, objective and accurate.

Organizational and public supervision of officials should be given full play and secretaries of Party committees will be held accountable if negligent officials are promoted, it said, adding that cases will be made public. Endi
