Decentralization, a key driver for Africa's dev't: Rwandan scholar

Decentralized systems of governance hold the key to Africa's sustainable social and economic development, says a Rwandan scholar.
Prof. Anastase Shyaka, chief executive with Rwanda Governance Board, made the remarks on Tuesday while addressing a news conference ahead of celebrations to mark Africa Day on Decentralization and Local Development.
The day that falls Aug. 10 every year aims at providing a platform for African Union (AU) member countries to promote decentralisation and educate the public on the various decentralized governance programs for efficient and effective service delivery.
"Africa governance systems lag behind due to lack of decentralized type of governance. Decentralization is a powerful tool that ensures equitable political, economic, and social development in any society or community," said Shyaka.
He added that decentralisation enables governments to fight poverty by increasing people's participation in the planning and management of the development process.
"African governments should popularise decentralisation system of governance while empowering citizens in order to attain transparency and accountability in the management of their countries' resources."
The day, which was declared by the AU summit in January 2012, will be celebrated for the 5th time across AU member countries.
According to Francis Kaboneka, Rwanda minister of local government, Rwanda will join the rest of the African countries to commemorate the day that promotes the values and principles of decentralization, local governance and local development in Africa.
"Decentralization has yielded positive results in transforming lives of Rwandans. Our government policies and programs are aimed at empowering citizens for a prosperous future of Rwanda," he noted.
Kaboneka stated that the day will be celebrated in Gakenke district, Northern Province. It will be observed for the second time in Rwanda. Endit
