1st Ld: China unveils proposals for formulating 13th five-year plan

The Communist Party of China (CPC) issued the full text of its proposals for mapping out a blueprint for China's development over the next five years starting 2016.

The document, the CPC Central Committee's Proposal on Formulating the Thirteenth Five-year Plan (2016-2020) on National Economic and Social Development, was adopted at the Fifth Session of the 18th CPC Central Committee which ended Oct. 29.

The next five-year period, the 13th since the founding of new China in 1949, was described as a decisive stage for building a moderately prosperous society by 2020 in the eight-chapter proposal.

China aims to double its 2010 GDP and the 2010 per capita income of both urban and rural residents by 2020.

The document analyzes the decisive stage and sets guidelines and targets for the next five years. It highlights the ideas of innovation, coordination, green development, opening up and sharing to fulfill its goals. The CPC leadership will be strengthened to guarantee the realization of the plan.
