Iraqi parliament says Abadi's reforms should comply with constitution

The Iraqi parliament on Monday expressed support for Prime Minister Haider al-Abadi's reforms but insisted that any reform must be within the framework of the constitution.

"The Council of Representatives confirms its support for the packages of reforms (taken earlier by Abadi) in accordance with the constitution and in line with the aspirations of the people," the office of Speaker Salim al-Jubouri said in a statement.

But the statement said that the parliament "denies authorizing its legislative powers to any executive party and calls on all authorities to comply in their performance with the constitution."

The parliament statement came after a political row when the powerful State of Law political bloc, which Abadi is one of its leading figures, accused him of breaching the constitution and failing to consult with the political blocs over his reform measures.

Earlier, the Shiite bloc issued a statement threatening withdraw their authorization that they granted Abadi earlier in the parliament to carry out reforms, which was a conditional authorization in respect for the constitution and the laws.

The latest parliament move reflects the difficulties that Abadi faces when he makes decisions of appointment, removal and exemption in a number of sensitive positions in the Iraqi state that may affect the influence of the powerful political parties. Endit
