Police said 11 others were wounded and rushed to the hospital.

Police Superintendent Albert Larubis, Isabela City Police chief, said improvised explosive device (IED) exploded about 1:10 p.m. local time along the street in front the house of Mayor Cherrylyn Santos-Akbar in Barangay Sunrise.

He said initial investigation disclosed that the bomb was believed to be planted in a tricycle cab parked along the street.

The police said bomb incidentally exploded while the convoy of Vice Mayor Abdulbaki Ajibon was passing and hit its back-up vehicle. The vice mayor was not injured.
