Chinese envoy stresses effective means of implementation for post-2015 development agenda

A Chinese envoy to the United Nations on Monday stressed the importance of effective means of implementation (MOI) for the post-2015 development agenda.
"The implementation of the post-2015 development agenda requires robust MOI," Wang Min, China's deputy permanent representative to the UN, said at the intergovernmental negotiations on a monitoring and review framework for the post-2015 development agenda held here at the UN headquarters.
At present, the United Nations is leading all its member states in efforts to hammer out the post-2015 development agenda, also known as the Sustainable Development Goals, to replace the Millennium Development Goals, a set of eight anti-poverty targets the international community was committed to fulfilling by 2015.
Strengthening review and assessment of the MOI is a prerequisite for the effective implementation of the agenda, Wang said.
"It is necessary to strengthen the review of the MOI at the international level, with the focus on the fulfillment of commitments on official development assistance (ODA), transfer of technology and capacity building," he said.
In addition, "countries should be encouraged to incorporate the agenda in their national development strategies," he said. "At the same time, they should be given sufficient policy space and flexibility, so that they can implement the agenda voluntarily on the basis of their national conditions and carry out assessments of the implementation."
The Chinese representative also stressed a UN role in policy guidance and coordination.
The UN functions should be reinforced to leverage the integrated advantage of the UN development system, specialized agencies, funds and programs, so as to mobilize resources in a common effort to implement the agenda and to advance international cooperation, he said. Endi
