V. Invest More in People'sLivelihood, Deepen People-to-People Exchange

1. The Chinese government willincrease its assistance to the developing countries along the Beltand Road. The total assistance over the next three years will be noless than RMB 60 billion.

2. The Chinese government willprovide RMB 2 billion emergency food aid to the the countries alongthe Belt and Road. China will provide replenishment of US$1 billionto the South-South Cooperation Assistance Fund to initiate the"China and United Nations 2030 Agenda for Sustainable DevelopmentCooperation Initiative", and to support the implementation of 100Happy Home Projects, 100 Anti-Poverty Projects, 100 Health RecoveryProjects and other projects in the relevant countries. China willprovide relevant international organizations with US$1 billion tojointly promote the implementation of international cooperationprojects benefiting the countries on the Belt and Road, including100 Refugee Assistance Projects covering food, tents, portablehouses, etc, setting up "Refugee Scholarships", providing 500refugee youngsters with education opportunities and financialsupport to 100 refugee athletes to participate in regional orinternational games.

3. The Chinese government signedthe Executive Program of Cultural Agreement for the Years 2017-2020with the government of Lebanon, and the Agreement on the ReciprocalEstablishment of Cultural Centers with the government of Tunisia,and the Agreement on the Reciprocal Establishment of CulturalCenters with the government of Turkey.

4. The Chinese government signedthe Memorandum of Understanding on Cooperation (2017-2020) with theUnited Nations Educational, Scientific and CulturalOrganization.

5. The Chinese government signedthe Governmental Tourism Cooperation Agreement with the governmentof Poland.

6. The Chinese government proposesto launch the Belt and Road Science, Technology and InnovationCooperation Action Plan, including the Science and TechnologyPeople-to-People Exchange Initiative, the Joint LaboratoryInitiative, the Science Park Cooperation Initiative and theTechnology Transfer Initiative.

7. The Chinese government signedassistance agreements with the United Nations World Food Programme,the United Nations International Organization for Migration, theUnited Nations International Children's Fund, the United NationsHigh Commission for Refugees, the World Health Organization, theInternational Committee of the Red Cross, the United NationsDevelopment Programme, the United Nations Industrial DevelopmentOrganization, the World Trade Organization, the International CivilAviation Organization, the United Nations Population Fund, theUnited Nations Conference on Trade and Development, theInternational Trade Centre, and the United Nations Educational,Scientific and Cultural Organization.

8. The Ministry of Education ofChina signed agreements on education cooperation with the relevantdepartments of Russia, Kazakhstan, Bosnia and Herzegovina, Estoniaand Laos, signed the Agreement on Mutual Recognition of HigherEducation Qualifications and Degrees with Cyprus and established amusic education alliance with the countries along the Belt andRoad.

9. The Ministry of Science andTechnology of China signed the Memorandum of Understanding on YoungScientist Exchange with the Ministry of Education, Culture, Scienceand Sport of Mongolia, the Memorandum of Understanding onCooperation for the Establishment of Science Park and InnovationInfrastructure Development in Mongolia with the Ministry ofEducation, Culture, Science and Sport of Mongolia, and theMemorandum of Understanding on Joint Funding to Research andDevelopment Projects with the National Research, Development andInnovation Office of Hungary.

10. The Ministry of EnvironmentalProtection of China issued the Belt and Road Ecological andEnvironmental Cooperation Plan, established the Big Data ServicePlatform on Ecological and Environmental Protection, and announcedthe Joint Initiative to Establish the International Coalition forGreen Development on the Belt and Road with the United NationsEnvironment Programme.

11. The Ministry of Finance ofChina will establish the Research Center for the Belt and RoadFinancial and Economic Development.

12. The National Health and FamilyPlanning Commission of China signed health cooperation agreementswith the health authorities of the Czech Republic and Norway.

13. The National TourismAdministration of China signed tourism cooperation agreement withthe National Tourism Development Committee of Uzbekistan, signedthe Memorandum of Understanding on Furthering Tourism Cooperationwith the Ministry of Economy, Development and Tourism of Chile, andsigned the Implementation Plan for Memorandum of Understanding onTourism Cooperation with Ministry of Tourism of Cambodia.

14. The State Administration ofPress, Publication, Radio, Film and Television of China signedcooperation documents with Radio and Television Supreme Council ofTurkey and the General Commission of Audiovisual Media of SaudiArabia. China Central Television will set up the "Belt and RoadNews Alliance" with mainstream media of relevant countries.

15. The State Council InformationOffice of China signed the memoranda of understanding on mediacooperation exchanges with the Ministry of Information of Cambodia,the Department of Information of Prime Minister's Office of BruneiDarussalam, the National Media Council of the UAE, the Ministry ofInformation of Palestine and the Department of Communication andRelations with Citizens in the Council of Ministers of Albania.

16. The State Council InformationOffice of China signed the memoranda of understanding on plans topromote think tank cooperation with the Ministry of Foreign Affairsand International Cooperation of Cambodia, Institute of Policy andStrategic Studies of the Ministry of Foreign Affairs of BruneiDarussalam, the Ministry of Foreign Affairs of Israel, the Ministryof Foreign Affairs of of Palestine and the Ministry of ForeignAffairs of Albania.

17. The China Development Bank willset up the Experience Sharing and Capacity Building CooperationProgram for Belt and Road Partners, and the Belt and RoadScholarship.

18. China NGO Network forInternational Exchanges and over 80 Chinese NGOs jointly launchedthe Chinese Social Organizations' Action Plan for StrongerPeople-to-People Connectivity along the Belt and Road (2017-2020).China NGO Network for International Exchanges and over 150 civilorganizations jointly set up the Silk Road NGO Cooperation Network.Silk Road Think Tank Association (SRTA) launched the InternationalThink Tank Cooperation Program on Enhancing People-to-PeopleConnectivity along the Belt and Road.

19. The Development Research Centerof the State Council of China signed the Memorandum ofUnderstanding on Cooperation Jointly Building the Belt and RoadInitiative with the United Nations Industrial DevelopmentOrganization. The Silk Road Think Tank Network (SiLKS), with over50 international members and partners, released the Silk Road ThinkTank Network Declaration on Joint Action.

20. The China International CitiesDevelopment Alliance signed Letter of Intent on Urban DevelopmentCooperation with the United Nations Human Settlements Programme,the World Health Organization and United Cities and LocalGovernments Asia Pacific. Endi
