Tanzania's ruling party in major restructuring to cut down operational costs

Tanzania's ruling party Chama Cha Mapinduzi (CCM) on Tuesday announced its major restructuring aimed at cutting down operational costs and strengthening the party at grassroots level.
Some of the restructuring announced at the end of the party's one-day meeting of the National Executive Committee (NEC) included minimizing the number of members in its top decision making organs at all levels and centralizing the party's operations.
The changes include the reduction of the number of members of the Central Committee (CC) from the current 34 to 24, and from now onwards no one will be allowed to hold two positions at a time.
In another development, CCM chairman John Magufuli made changes in some of the party's positions, including the appointment of Humphrey Polepole as the new Ideology and Publicity Secretary replacing Nape Nnauye who was appointed minister of information.
Nnauye, who is also Minister of Information, Culture, Artists and Sports, said the party under the chair of President John Magufuli decided to reduce the number of annual party meetings to give time to leaders to serve the people instead of taking most of their time attending meetings.
The restructuring of the party which has been in power for more than 50 years were announced under its new chair, President Magufuli who took over from retired President Jakaya Kikwete in July this year,
Magufuli was crowned chairman of the party after he had won the east African nation's presidential elections in October 2015, making him the country's 5th President since independence in 1961.
Nnauye said CCM has reduced the number of NEC members from the current 388 to 158, reduced the number of NEC meetings from the the current three times a year to two times as well as minimizing the number of members of the party's regional political committees by removing three members who were the regional financial secretary and two appointed regional NEC members.
"These changes will lead to constitutional changes of the party before they are operational," Nnauye told a news conference in the commercial capital Dar es Salaam, adding that the constitutional changes will be effected during the next NEC meeting to be held in February next year.
Nnauye said: "The changes are aimed at taking our party back to the people and the changes were agreed by all the NEC members who attended the one day meeting."
He said the party has also agreed to implement a directive issued by chairman Magufuli to verify all the party's assets and submit a report on the findings. Endit
