The 18th Central Committee of the Communist Party of China (CPC) started its sixth plenary session here on Monday to discuss major issues regarding strict Party governance and documents on intra-Party supervision and political life within the Party.

The CPC Central Committee Political Bureau will also report its work to the CPC Central Committee during the session.

The Political Bureau of the CPC Central Committee held a meeting on Sept. 27 and decided to convene the plenary session from Oct. 24 to 27 in Beijing.

The September meeting also decided to submit two documents to the plenum for deliberation: one on the norms of political life within the Party under the new situation, and a revision to an intra-Party supervision regulation.

Sources with close knowledge of the plenary session said that the CPC believes that under the new situation, political life in the Party has been good in general terms. However, there have also been some "outstanding problems," and it is necessary to set norms for political life in the Party under the new circumstances.

According to sources familiar with the matter, the CPC believes that the key to strengthening political life within the Party rests with the Party's leading departments and officials. Senior officials, especially members of the CPC Central Committee, including the members of the Standing Committee of the Political Bureau of the CPC Central Committee, play a crucial role in this regard.

The CPC senior officials, especially the Party's leadership, must take the lead in observing the Party's constitution, regulations and political code of conduct to set examples for the entire Party, according to the sources.

The CPC also agrees that the time and conditions are ripe for a revision to the current intra-Party supervision regulation, which took effect in 2003 but is now "incompatible with new practices and demands," as the situation changes.

According to relevant sources, the CPC Central Committee has solicited opinions on the two draft documents among certain Party members. The CPC Central Committee Political Bureau has asked the drafters to study every opinion and suggestion to improve the drafts.

The CPC has stressed that once approved at the plenary session, members of the Political Bureau of the CPC Central Committee should take the lead in studying and implementing the documents.

The 95-year-old CPC has always considered work to ensure a serious and meticulous approach to political life an important task, and some basic norms, such as seeking truth from the facts and maintaining close ties with the public, have been established.

Such norms have ensured the Party's unity and vigor and guaranteed that the central missions of the Party in different historical periods are fulfilled, the sources said. Endit
