The International Swimming Federation (FINA) on Monday said seven Russian swimmers were not eligible to compete at the upcoming 2016 Rio Olympic Games, in the context of Russia being mired in doping scandals.

The World Anti-Doping Agency (WADA) Independent Person (IP) report established the anti-doping rules were not properly applied and notably that a number of samples collected from Russian swimmers were not correctly reported in accordance with FINA anti-doping rules. (Russian-Swimming-Olympics)

GENEVA -- The Office of the United Nations Special Envoy for Syria indicated Monday that Staffan de Mistura would take part in a meeting between representatives of the United States and Russia here Tuesday to discuss a number of key issues in a bid to resume Syria peace talks as soon as possible.

"The United Nations Special Envoy for Syria, Staffan de Mistura, has been invited to participate in a trilateral meeting called by the International Syria Support Group co-chairs, to discuss the situation on the ground and how to move forward on the political process," the UN office said in a statement. SANTIAGO -- A 6.1-magnitude earthquake hit the region of Antofagasta in northern Chile on Monday, without causing injuries or material damage, according to the authorities.

The National Seismological Center of the University of Chile indicated the earthquake occurred at 1:26 p.m. local time, with a depth of 77.7 km. (Chile-Earthquake)

RIO DE JANEIRO -- The Brazilian police are investigating a potential terrorist cell made up of 15 members, who may have been planning terrorist acts during the Rio 2016 Olympic Games in August.

The private Globo TV station broadcast a report on Monday, including news of a police investigation, in which one of its journalists had infiltrated this group, which was seeking to buy weapons in Paraguay in order to shoot people during the Games. (Sports-Olympics-Police)

KIEV -- At least one serviceman was killed and eight others were injured on Monday in the mortar explosion at a military facility in Ukraine's southern Mykolaiv region, the country's Defense Ministry said in a statement.
