Survey shows U.S. uninsured rate remains low

The uninsured rate among U.S. adults remained at 11 percent in the second quarter of 2016, an all-time low, according to a Gallup poll released Monday.
The rate has declined 6.1 percentage points since the fourth quarter of 2013, before the Affordable Care Act, or Obamacare, was implemented.
Results are based on approximately 46,000 interviews from April 1 to June 30 with U.S. adults aged 18 and older.
Across income groups, the uninsured rate declined the most among those living in households making less than 36,000 U.S. dollars annually.
In the fourth quarter of 2013, 30.7 percent of individuals in this category were uninsured, compared with 20.4 percent in the second quarter of 2016, Gallup said.
The uninsured rate has also declined among Hispanics and African-Americans since the fourth quarter of 2013, according to the poll.
In the fourth quarter of 2013, 38.7 percent of Hispanics were uninsured, compared with 27.8 percent in the second quarter of 2016.
The uninsured rate among African-Americans has declined by 8.6 points since 2013, from 20.9 percent in the fourth quarter of 2013 to 12.3 percent in the second quarter of 2016.
