Vietnam postpones implementation of new Penal Code

Overwhelming majority of Vietnamese National Assembly (NA) deputies on Wednesday agreed on postponement of implementation of the country's new Penal Code, which is scheduled to take effect from July 1, 2016, due to errors, said an official.

Nguyen Hanh Phuc, chairman of the NA Office and general secretary of the outgoing 13th NA, told local Bao Giao Thong (Transport News), an online newspaper of Vietnam's Ministry of Transport, that the country's lawmakers cast ballots in their respective localities, without having to gather for a meeting.

By 03:00 p.m. local time (08:00 GMT) Wednesday, all deputies had completed their ballot casting to postpone the Penal Code which was adopted in the 10th session of the 13th NA in November 2015.

According to a resolution of the NA on the postponement of the law, the implementation of the Penal Code will be delayed till all errors are fixed, instead of till Jan. 1, 2017 as proposed, said the official.

Earlier, as many as 90 contents with"errors"have been detected in the new Penal Code, reported the state-run radio VOV on Tuesday, adding that the current Penal Code is set to continue to take effect.

Together with the postponement of the new Penal Code in the resolution, the NA also decided to postpone three related codes which were adopted in 2015, including the Criminal Procedure Code, Law on Organization of Criminal Investigation Agency as well as Law on Custody and Detention. Endit
