-- Uncooperative municipal councils are impeding efforts to prevent mayors' misuse of public resources.

In the 2014-15 general report on the audit outcomes of local government, the auditor-general Kimi Makwetu found that some mayors were shielded from scrutiny by councils unwilling to allow municipal public accounts committees (Mpacs) to scrutinize their use of public resources.(Business Day).
