Philippine President Benigno Aquino said here on Friday that his country is to start talks that would allow Japanese aircraft and vessels to use the Philippines to refuel.

Aquino told a press briefing that the agreement may clear the way for the Japanese military to use Philippine bases on a rotational basis.
