-- German Chancellor Angela Merkel has dampened hopes of eastern European states for joining the European Union (EU) ahead of the 4th EU Eastern Partnership summit. She told the German parliament on Thursday that the EU's neighborhood policy was not an instrument of the block's enlargement policy, noting "we should not foster expectations which cannot be met later."
