Vietnamese party chief set out the benchmark for the next leadership of the country while addressing the closing ceremony of the 11th plenary session of the 11th Communist Party of Vietnam Central Committee (CPVCC) here on Thursday. "The 12th CPVCC must be a strong and united collective with a steadfast political spirit and good moral standards. Criteria for selecting members of the 12th CPVCC must be based on common requirements stipulated in party resolutions,"said General Secretary of the CPV Nguyen Phu Trong.

In particular, members of the 12th CPVCC must have profound patriotism and political firmness while being persistent in national independence and socialism, Trong was quoted by Vietnam' s state-run news agency VNA as saying.

They must be faithful to the Marxism-Leninism, Ho Chi Minh's thought, the constitution and guidelines of the party and the national interests. They must also have a strong spirit, keep their words and act as an example of complying with the party's regulations and disciplines," the party leader stressed. "Members of the CPVCC need to be willing to cope with difficulties and challenges and sacrifice personal interests for the sake of the party and the nation. They must commit themselves to avoiding corruption and self-serving behavior and be determined to fight negative, bureaucratic and corrupt phenomena."

The new CPVCC needs to have an appropriate member number and structure to ensure the comprehensive, inheritable and developed leadership, Trong said, adding that there will be more members based in strategic regions and important fields while increasing the number of young, female and ethnic minority members. "The 12th CPVCC personnel structure should be divided into three age groups: under 50, from 50 to 60, and above 61,"Trong said.

The Politburo and Secretariat must consist of those who are typical members of the CPVCC having political firmness, moral standards, wisdom, determination to fight, leadership capacity, strategic vision and thinking, capability of analyzing and foreseeing, deep understanding of political theory, ability to discover and use of talented personnel.

Regarding the local governance model, Trong said renovating and consolidating local government is pivotal to the improvement of the operational efficiency of a socialist country ruled by law like Vietnam.

The 11th Central Committee decreed that all administrative units stipulated in the 2013 constitution have a local government with the People's Council and the People's Committee, he noted, emphasizing that their apparatuses need to be streamlined in accordance with their specific functions, reported VNA.

Meanwhile, Vietnam's state-run radio VOV quoted Trong as saying that the nomination of personnel must rely on a master plan of the CPVCC, politburo and secretariat."To successfully implement tasks for this year towards the 12th national Party Congress, central committee members must show their responsibility to the party, people and nation in successfully implementing party resolution and preparation for the party congress, especially personnel plans for the politburo, the secretariat and other key leadership positions as well as nominated candidates to participate at the party congress in 2016."

An announcement on major outcomes of the plenum was released on Thursday, stating that during May 4-7, the CPVCC discussed and commented personnel alternatives for the 12th CPVCC, the quantity of delegates to participate at the 12th Party Congress, local administration models and Long Thanh international airport proposal.

Regarding the proposal on building of Long Thanh international airport, they confirmed the necessity and correct orientation in building the airport, considering it as a major national project.

In his closing remarks, the party chief asked for productive communications campaigns to gather approval from the political system and consensus from people.
