Xi stresses CPC's leadership, supervision over SOEs

Chinese President Xi Jinping on Tuesday told the Communist Party of China (CPC) to do a better job supervising state-owned enterprises (SOEs).

"The state-owned assets and resources, which do not come easy, are the common property of all people of the country," Xi said at the fifth plenary session of the CPC Central Commission for Discipline Inspection.

The CPC's control of such enterprises should be intensified and the supervision of SOE bosses strengthened, he said.

Supervision of departments and positions with large amounts of power, money or resources, should receive special attention, he said, along with discipline inspection itself and auditing.

The intra-Party supervision system should be improved, he said, starting with revision of Party regulations, such as the ethics code for cadres and regulations on disciplinary penalties. The system of selection, appointment and management of officials needs to be improved.

"Officials should be truthful in their lives and faithful in their duties," Xi said.

The authorities should reduce intervention at micro-level to the minimum to prevent abuses of power, he added.

Xi told discipline inspectors at all levels that fighting corruption and fostering clean governance were their "central tasks".

"Inspectors must shoulder their responsibilities and carry out supervision (on corruption) while remaining loyal, honest and responsible." Endi
