Mao paid only 40 yuan(US$5.5) for her near 10,000 yuan medical bill as the local goverment implements a package of social welfare program. What the coal-rich county with 400,000 people offers is not only free medical service to its people, but also 12 years of free education for all children, better housing for farmers and urban poor, and poverty relief.
