China Development Gateway (CnDG)

Sharing Information, Knowledge and Tools

China Development Gateway or CnDG ( is an online source of development information and tools in China, with the goals to introduce China to the rest of the world, share development experiences with other countries and contribute to international cooperation, poverty alleviation and development promotion. CnDG was launched in late 2001 and since May 2002 has been in full operation, providing wide-ranging information services in both Chinese and English.

CnDG was jointly established by the Chinese Government and the Development Gateway Foundation, an independent, nonprofit organization originally launched within the World Bank. It was developed and is maintained by the China Internet Information Center or CIIC ( with the support of many other media agencies, institutions of higher learning as well as NGOs. CnDG is one of many local Country Gateway initiatives in the Development Gateway Foundation's international network of partners.

Online Government Tenders: Business Opportunity, Government Efficiency

In March 2006, CnDG established an online tender website called Toubiao ( Toubiao aims to be the most authoritative channel for information on bidding, tendering and public procurement and e-tendering solutions between China and the rest of the world. The site publishes China's and global bidding and procurement information from governments – and some enterprises too. Toubiao also provides bidding and tendering business consultation, and publicizes and promotes enterprise products.

Toubiao has the support and participation of many organizations including the China Bidding Ltd (, CIIC and the Development Gateway Foundation. Toubiao is based on the Development Gateway Foundation's online software platform called dgMarket, and it is connected to the Foundation's dgMarket global tender information aggregation service.
