Heavy rain hit most parts of the city of Changchun from Monday night to Tuesday fueled by Typhoon Haishen, the 10th typhoon this year. China's State Flood Control and Drought Relief Headquarters on Monday upgraded its emergency response for flood and typhoon control from Level IV to Level III, as Typhoon Haishen-triggered downpours are expected in vast stretches of northeast China over the next two days.
