Supervision system aims for procedure-based investigation

BEIJING, Dec. 20 (Xinhua) -- China's top anti-graft authority has said that setting detailed rules for the investigation of misconduct by officials would be a key concern when piloting reforms of the country's supervision system.
Review and approval procedures, such as interrogation, questioning, inquiries, freezing or seizure of assets and detention, will be stipulated in pilot reform programs, according to the Central Commission for Discipline Inspection (CCDI) research office.
"These efforts are aimed at ensuring procedure-based and efficient use of supervisory power," the office said in an article on the CCDI website.
The article said supervisory commissions at various levels would be established by "integrating personnel and resources of supervision and corruption prevention authorities as well as those of the procuratorial agency departments in charge of investigation of corruption, bribery and dereliction of duty cases."
"These commissions will work together with the Communist Party of China's disciplinary inspection commissions as one office while keeping their own identity," it said.
The commissions will supervise how officials use power and investigate violations.
"Their work will cover everyone within their jurisdiction who works in the public sector and exercises public power," it said.
Coordination between the commissions and judicial agencies, and proper supervision of the commissions will also be major issues in formulating the pilot programs. Enditem
