NEW YORK -- Four people were injured as a man set off an improvised explosive device at New York City's commuter hub during rush hour on Monday.

In what New York City Mayor Bill de Blasio called an attempted terrorist attack, a 27-year-old man denoted a low-tech bomb strapped to his body at around 7:20 a.m. local time in an underground passageway near Times Square, seriously wounding himself and injuring three others. ANKARA -- Turkish President Recep Tayyip Erdogan and his Russian counterpart Vladimir Putin on Monday warned that the U.S. move on Jerusalem destabilizes the Middle East and will not help resolve the Israeli-Palestinian conflict.

Speaking at a joint news conference after his meeting with Putin, Erdogan criticized Israel for taking advantage of the U.S. move on Jerusalem as "an opportunity to ramp up oppression and violence against the Palestinians." (Turkey-Russian-Summit)

ASTANA -- The eighth round of Russia-led international negotiations on the political settlement of the Syrian conflict will be held on Dec. 21-22 in the Kazakh capital of Astana, the Kazakh Foreign Ministry said Monday.

"During the upcoming talks, the participants plan to adopt a provision on a working group on the release of detainees, the transfer of bodies and the search for the missing," the ministry said in an online statement. (Russia-Syria-Astana Talks)

SANAA -- Yemen's Houthis-controlled Health Ministry said on Monday that 32 people have died of suspected diphtheria, warning the disease is spreading.

JERUSALEM -- Israel's anti-rocket system Iron Dome intercepted on Monday night a rocket fired at the Jewish state by militants in Gaza Strip, the Israeli military said.
