China to improve voluntary services

The State Council, China's cabinet, Wednesday moved to improve voluntary services with socialist core values.

Voluntary services have played an important role in China's development, according to a guideline signed by Premier Li Keqiang.

Volunteering must be"free, honest and legal" and authorities should clarify their responsibilities.

Volunteers should be well informed about their activities and risks involved.

Government policy should be in line with social and economic conditions and with an appropriate budget for voluntary services.

The guideline will go into effect on Dec. 1.
