The following are news highlights in South Africa's major media outlets on Monday.

-- The secret sale of South Africa's strategic fuel stockpile last December 2015 was illegal as it did not have the permission of the finance minister and fetched only 3.9 billion rand and not the 5 billion rand that has been claimed, the auditor-general said in notes to his 2015-2016 report on the Strategic Fuel Fund (SFF).

Both the fund and Energy Minister Tina Joemat-Pettersson have defended the transaction, claiming it was "a rotation" and not a sale, and did not require the permission of the finance minister. (Business Day)

-- African National Congress (ANC) secretary general Gwede Mantashe must watch what he says when speaking on the current wave of college tuition fees, ANC Youth League president Collen Maine warned on Sunday.
