The following are news highlights in South Africa's major media outlets on Tuesday.

-- Higher Education and Training Minister Blade Nzimande has sent the problem of fee increases back to universities, leaving chancellors to face the wrath of the students alone.

On Monday, the minister announced that the country's universities would have to determine their own fee increases for 2017. But, he capped any such increases at 8 percent. (Business Day)

-- South African Students Congress at the University of Pretoria on Monday called on other student bodies to give the institution time to decide on its fee hike before shutting down campuses with protests.

"The university just received the report. We must give them time to read it and come back to us with their stance on fees," Chairperson Michael Ngobeni said.(News24)

-- Wits University students on the Braamfontein campus in Johannesburg have vowed to shut down the institution Tuesday.

Students' Representative Council (SRC) members engaged the students' bodies in a mass meeting on Monday following the Higher Education Minister Blade Nzimande's announcement that increases for students in 2017 should not exceed 8 percent. (South African Broadcasting Corporation) Enditem
