The following are news highlights in South Africa's major media outlets on Monday.

-- Barclays Africa, whose Absa bank is South Africa's second-largest retail home loan provider, has reported a 77 percent surge in soured home loans. It is the first large bank to put a number on rising mortgage arrears as high interest rates make it increasingly difficult for households to afford their loan repayments.(Business Day).

-- The African National Congress (ANC) has vowed to change the sphere of local government for the better. President Jacob Zuma says they will use lessons learnt in metros that they are governing to improve district municipalities.
