Mohamed Lahouaiej Bouhlel, a delivery man who killed 84 people with a heavy truck in Nice last week, prepared for months with the help of accomplices, Paris prosecutor Francosi Molins said Thursday.
Molins said four men and a women not known to intelligence services were "involved in the preparation" of the attack. They have been placed under formal investigation. But no evidence has been found on links with the Islamic State (IS). (Nice-Killing)

LAGOS -- At least 42 Boko Haram insurgents were killed during a clearance operation at Garere village in restive northeast Nigeria's state of Borno, the Nigerian Army said Thursday.
The Army spokesman, Col. Sani Usman, said the operation followed an intelligence report on the convergence and massing up of the insurgents in the area, who were planning attacks on local communities. (Nigeria-Boko Haram)

STRASBOURG -- The Turkish government notified the Strasbourg-based Council of Europe (CoE) Thursday that it intends to temporarily suspend the European Convention on Human Rights in the country.
The possibility of temporarily suspending the convention is provided for by Article 15 in times of public emergency "threatening the life of a nation". It has been used in the past by other member states, most recently by France and Ukraine. The CoE said it was important to note that the convention will continue to apply in Turkey. UNITED NATIONS -- The president of the UN Security Council said Thursday that all the 12 announced candidates for the post of UN chief will be informed of the outcome of the first round of a secret straw poll by the 15-nation council.
Ambassador Koro Bossho of Japan, this month's president of the Security Council, said outside the council's chamber less than two hours after the polling started at 10:00 a.m. local time (1500 GMT). A second straw poll has not yet been scheduled. (UN-Candidates)

TRIPOLI -- Libyan officials said on Thursday that French warplanes have bombed sites just outside of eastern Benghazi, killing 16 militants.
