China mulls easing application for social service organizations

China is considering easing the requirements for establishing certain types of social service organizations, according to a draft amendment.

The draft amendment to the regulation on the registration and administration of social service organizations was released by the Ministry of Civil Affairs (MCA) on Thursday for public opinion.

The draft allows social service organizations engaged in public welfare and charity, science and technology or community services to directly file applications to civil affairs authorities.

It also reads that the government will encourage the establishment of social service organizations through government subsidies, public service procurement, land provision and human resource training.

The amendment, following the Charity Law which will take effect on Sept. 1, changed the name of "private non-enterprise organizations" to "social service organizations," to better reflect the nature and function of these organizations, according to the MCA.

The amendment also removed provisions on annual inspection of the social service organizations. Instead, these organizations shall publicize their annual reports and key information.

The public can register their opinions by June 26 on the MCA website. Endi
