Tanzania hosts global meeting on Conditional Cash Transfer

Tanzania is to host the face-to-face meeting of the East African Community (EAC) on the practice of Conditional Cash Transfer (CCT), which will bring together 100 delegates from more than 60 countries in the world.

The week-long meet which kicks off on Monday has being organized by World Bank, the United Nations Children's Fund (UNICEF) and hosted by Tanzania Social Action Fund (TASAF).

TASAF's choice of hosting the summit would not come as a surprise, following its success in implementing the Productive Social Safety Net Program (PSSN), having reached out to 1.1 million households since 2012, according to Zablon Bugingo, one of the TASAF officials.

Bugingo said the meeting was aimed at enhancing understanding and learning about the role of cash transfer programs in supporting the development of a social protection system.

"The meeting will cover relevant issues around scale up and consolidation of these programs and its evolution through linkages with other social sectors, potential to respond to emergencies and innovations and also review implementation of recommendations elaborated during the last face-to-face meeting that was held in Nairobi in 2015," he explained.

The summit will also involve a mix of sessions including presentations by experts and country representatives as well as group work discussions and exchange of field experience.

According to Bugingo, delegates will have an opportunity to visit communities in Longido, Monduli, Meru, Mwanga and Babati to gauge the effectiveness of PSSN.

TASAF is implementing PSSN in which one of its Sub Components is Cash Transfer (CT) which comprises two benefits.

The first benefit is a Basic Cash Transfer per household being transferred to all eligible registered households; and the second is a Variable Conditional Cash Transfer for households with children to serve as an incentive for households to invest in the human capital of their children.

The Variable Conditional Cash Transfer for households with children is subject to participants' compliance with a set of activities.

These activities are of Health Conditionality Compliance and Education Conditionality Compliance.

CCT programs aim to reduce poverty by making welfare programs conditional upon the receivers' actions. Endit
