Xi urges strict supervision, prompt response to counter nuclear terrorism

Chinese President Xi Jinping on Friday called for strict source control and enhanced supervision over nuclear materials and quick emergency response to battle nuclear terrorism worldwide.

He made the proposition in the scenario-based policy discussion attended by world leaders at the two-day fourth Nuclear Security Summit in Washington D.C.

In his four-pronged proposal based on China's practice and experience, Xi said that the security supervision over the nuclear materials should be strengthened to cover the whole process including production, usage, transportation and storage.

He also called for new measures and stepped-up fight against terrorism in the cyberspace.

"We should resolutely fight the plotting and instigating of terrorism which uses means such as the new media," he said, adding that financial regulation should also be strengthened in this area.

The president said that the emergency response should be quick and international exchange of information and law enforcement cooperation should be beefed up.

Moreover, laws and regulations should be improved to ensure that the protection of nuclear materials and facilities is legally regulated with no exception, the president said, adding that new law should be drafted to address new risks.

"Terrorism is the common enemy of human beings," Xi said, urging coordination and cooperation for international, regional and domestic actions to rein in the rampant terrorism threat.

"The double standard in fighting terrorism should be discarded," he said.

Xi said various means, such as political, economical, cultural and diplomatic ones, should be used in combination to eliminate the conditions that feed terrorism. Endi
