China exercises tiered response for nuclear emergency

China has established a tiered response scheme to boost nuclear emergency preparedness, according to a white paper on Wednesday.

The document on the nation's Nuclear Emergency Preparedness was released by the State Council Information Office.

According to the document, the nuclear emergency preparedness conditions are described as Emergency Standby, Building Emergency, On-Site Emergency and Off-Site Emergency, which respectively correspond to response Level IV, Level III, Level II and Level I.

Level I response should be activated upon occurrence of release or possible release of a large quantity of radioactive substances into the environment, as public health and environment could be seriously jeopardized, the document said.

It added the level of a nuclear accident shall be determined in accordance with the nature and seriousness of the accident and scope of effect from radiation, based on the International Nuclear and Radiological Event Scale (INES) guidelines of the International Atomic Energy Agency. Endi
