UN Security Council to downsize UN Operation in Cote d'Ivoire

The UN Security Council on Wednesday adopted a resolution to decrease the authorized ceiling of military personnel of UN Operation in Cote d'Ivoire (UNOCI) from 5,437 to 4,000 by Mar. 31, 2016.
In the unanimously adopted resolution, the council determined that the situation in Cote d'Ivoire continues to pose a threat to international peace and security in the region."
However, it welcomed "the successful holding of the presidential election on Oct. 25, 2015 as a critical milestone in consolidating Cote d'Ivoire's long term peace and stability."
Moreover, the 15-member body welcomed "the considerable and continued progress made in the country on the path of reconciliation, stability, security, justice, and economic recovery."
Therefore, the council, after noting the recommendations in the Secretary-General's report on Dec. 8, 2015, decided to decrease the authorized ceiling of UNOCI's military component.
UNOCI was established in 2004 to facilitate the implementation by the Ivorian parties of the peace agreement signed by them in January 2003. Following the 2010 presidential election and the ensuing political crisis, UNOCI has remained on the ground to protect civilians, provide good offices, support the Ivorian government in disarmament, demobilization and reintegration (DDR) of former combatants as well as on security sector reform, and monitor and promote human rights.
