A new policy document pledging greater cooperation with the Arab states demonstrates China's sincerity and responsibility in deepening relations in this part of the world, where conflict and development issues remain a problem.
The guideline, China's first on the Arab states, details the principles of the cooperation and reiterates Chinese commitment to peace and stability in the Middle East.
It was issued on Wednesday, a week prior to President Xi Jinping's visit to Saudi Arabia, Egypt and Iran. This year marks the 60th anniversary of the start of diplomatic ties between China and Arab states.
The document highlights a "1+2+3" cooperation pattern that takes energy partnerships as the core, infrastructure construction and trade and investment facilitation as two wings, and high and new technologies in nuclear energy, satellites and new energy as three breakthroughs.
The document fits the pragmatic development needs of both sides and the current situation in the region.
Despite rich oil reserves in the Middle East, a number of Arab countries are striving to tackle poverty, unemployment and weak industrialization and infrastructure.
China, the biggest developing country, has entered a new phase of medium-to-high growth featuring quality, efficiency and innovation. Both have the need to improve people's livelihoods through win-win cooperation.
With a friendly relationship, China and Arab countries have achieved significant progress in their partnerships in various fields, particularly since the China-Arab States Cooperation Forum was set up in 2004.
China's increasing investment in this part of the world has brought job opportunities to locals and boosted development. The industrial cooperation promoted by China will help push industrialization.
The "Belt and Road" regional infrastructure and trade initiative proposed by Chinese leaders projects enormous cooperation potential.
Arab countries as a whole have become China's biggest supplier of crude oil and its seventh-biggest trading partner. But China pursues a balanced and improved trade structure with them by helping more of their non-oil products enter the Chinese market.
China's sincerity and sense of responsibility in its relations with the Arab world has been reflected in its consistent and constructive efforts in support of the Middle East peace process.
It can also be seen from China's willingness to strengthen anti-terrorism cooperation.
Politically, economically and in other fields, stronger China-Arab states cooperation will bear more fruit for ordinary people on either side and contribute more to world peace and development. Endi
