National new area approved in NE China

A new national zone to test out reforms and policies was approved for Harbin, capital city of northeast China's Heilongjiang Province, according to a statement from the State Council, Chinese cabinet on Tuesday.
Harbin New Area will be the country's first to focus on China-Russia cooperation, as Heilongjiang province shares a 3,000-km border with Russia.
It is the 16th state-level new area since the first was launched in Pudong, Shanghai, 1992. China uses these areas to test reforms and pilot opening-up policies.
The project is intended to rejuvenate northeast China's traditional industrial bases while opening a channel for cooperation with northeast Asia, the Harbin municipal government said.
Covering an area of 493 square meters across three districts in Harbin city, the region's population is expected to surpass two million in 2030, almost quadruple that of the current population, according to the blueprint. Endi
