Sydney Siege act of terrorism: expert

A leading global expert on terrorism has told the inquest into the December Sydney Siege that he has no doubt it was an act of terrorism.

Director of the Centre for Security Studies at Georgetown University in the United States, Professor Bruce Hoffman, told the inquest on Tuesday the December attack had all the key elements of a terrorist attack, regardless of the gunman's mental state.

"In this expert's view, the case is overwhelmingly that it was terrorism," Hoffman said.

The inquest is examining the circumstances around the deaths of the December 2014 Lindt Cafe Siege -- in Sydney's Martin Place -- victims Tori Johnson and Katrina Dawson and the siege gunman Man Haron Monis.
