38 firms on MOM's watchlist for not considering Singaporeans fairly for jobs

38 out of 150 companies which Singapore's Ministry of Manpower (MOM) has called in for talks over the past year have been identified for closer scrutiny and about 100 more firms for "further engagement", said Minister for Manpower Lim Swee Say on Thursday via The Manpower Blog.
Lim said that MOM is committed to scrutinize the applications for Employment Pass (EP) by "Double Weak" firms, which were weak in Singaporean Core and weak in commitment to fair consideration in hiring and developing Singaporeans.
MOM will ask these firms to provide additional details, such as the number of Singaporeans who applied and were interviewed for the posts, and whether their existing Singaporean employees have been considered.
What the Minister for Manpower revealed in the blog is an update on the Fair Consideration Framework (FCF) which was introduced in 2014. The aim of FCF is to ensure that Singaporeans are considered fairly for job openings before firms apply to employ foreign Professionals, Managers and Executives (PMEs).
Lim added that MOM will also engage these firms to step up their efforts in the training, development and upgrading of local PMEs.
"Human capital is our most precious resource," stressed Lim. The minister believed "a majority" of the "Double Weak" firms will respond constructively to strengthen their Singapore Core. "I also believe that many of our local PMEs are willing to up-skill and re- skill, and are open to try out some of these jobs and careers we are creating for them," said Lim.
Another 100 firms were also identified for MOM to work with as they have unusually high proportions of foreigners. They are the outliers in their respective industries, such as Admin and Support, Construction, Infocomm, Finance and Insurance, Professional Services, Transport and Storage and Wholesale Trade. Endi
