Birol briefed NATO Permanent Representatives on global energy developments, together with Robin Dunnigan, Deputy Assistant Secretary for Energy Diplomacy at the U.S. State Department, and Brendan Devlin, Adviser in the Directorate General Energy of the European Commission.
