China Calls on Officials to Do Their Utmost to Back Scientific Development

China's Vice President Xi Jinping has called on officials to do their utmost to implement the Scientific Outlook on Development, a guiding principle for China's economic and social development.

"The Scientific Outlook on Development is a fundamental concept having far-reaching influence. All Party organizations should extensively learn from it and always take it as a powerful instrument to improve the world and the mind," Xi told a closing ceremony of a five-day study seminar attended by ministerial and provincial officials.

The Scientific Outlook on Development was begun by the Party in 2003 and written into its constitution during the Communist Party of China's (CPC) 17th National Congress in 2007.

Xi, also a member of the Standing Committee of the Political Bureau of the CPC Central Committee, said the core of the Scientific Outlook on Development was to put people first, and it required comprehensive and sustainable development with emphasis both on speed and quality.

"It not only focuses on creation of social wealth but also on allocation of social interest and its adjustment, not only on economic growth but also on coordinated development in economy, politics, culture and ecology, not only on exploitation of nature but also on harmony of nature and mankind."

He stressed that society would benefit from Scientific Development, and should strive to do its utmost to contribute improvements to the Party's creed.
