Shanghai's transport system is said to be safe and ready for the World Expo.
The Ministry of Transport has required authorities in 8 nearby provinces to improve their means of transport to deal with emergencies. It also requires global positioning systems on all vehicles carrying dangerous materials to Shanghai.
The city's two international airports can handle an average of 2,190 flights daily, and up to 2,400 on peak days. Waterway transport will see 140,000 visitors daily. Rescue boats and helicopters are standing by off the coast.
