Political consultation means that CPPCC conducts consultations on the country's basic policies and important issues relating to political, economic, cultural and social affairs before a decision is made and implemented. The CPPCC's National Committee and various local committees may, as proposed by the CPC, the Standing Committee of the National People's Congress, the people's government, other political parties and people's organizations, convene a meeting for representatives of all parties, organizations and people from various ethnic groups and all walks of life to engage in consultations. They may also suggest that the units listed above submit issues of importance for discussion.

Democratic supervision means that CPPCC exercises supervision by introducing proposals and constructive criticism regarding the implementation of the Constitution, laws and regulations of the state, the implementation of major policies formulated by the CPC Central Committee and state organs, and the work of state agencies and their staff.

The National Committee and various local committees of CPPCC publicize and carry out the state's Constitution, laws and various policies; promote the active participation of social groups with the aim of achieving both material and ethical progress; and assist government agencies in cracking down on economic crimes and other areas which disrupt the development of socialism.

The CPPCC National Committee and local committees maintain close contact with representatives from various walks of life, reflecting their interests and demands, put forward suggestions and offer criticism on issues concerning the work of government agencies and employees, and assist government agencies in institutional and structural reforms to improve efficiency, overcome bureaucracy and build an honest government.

The CPPCC National Committee and local committees handle and regulate the relationships between various aspects of the united front as well as important issues concerning cooperation inside CPPCC.

The CPPCC National Committee and local committees are responsible for disseminating advanced ideology and carrying out education in relation to ethics regarding the love of country, people, work, science and socialism as well as revolutionary ideals, morality and discipline.

The CPPCC National Committee and local committees adhere to the idea of "letting a hundred flowers blossom and a hundred schools of thought contend" for the development of science and culture; maintain close ties with government agencies and other related organizations; conduct investigation and research into fields of politics, law, economics, education, science and technology, culture and arts, medicine and health, and sports, maximizing the role of CPPCC members and their areas of expertise.
