What Happens at the Delegation Meetings?

Delegation meetings usually take one of two forms, plenary meetings and group meetings.
At a plenary meeting, all the members of the delegation will come together to hear a report on presidium meeting business from the head of their delegation. They will also review various proposals and bills in the light of group discussion within their delegation and decide on collective action.
A group meeting would typically involve some 10 to 30 deputies with a convenor in the chair. Delegations from most provinces, autonomous regions and municipalities directly under the central government hold group meetings at the NPC. However the delegations from Tibet, Qinghai, Gansu, Ningxia and Taiwan do not organize separate group meetings due to their relatively small number of deputies.
