The Standing Committee of the National People's Congress presides over the election of deputies to the NPC.
The standing committees of the people's congresses of all provinces, autonomous regions, and municipalities, as well as cities divided into districts, and autonomous prefectures, preside over the elections of the people's congress deputies at all corresponding levels.
Electoral committees carry out the election of deputies to the people's congresses where an electoral constituency falls outside the standard categories. These would include: cities undivided into districts, municipal districts, counties, autonomous counties, townships, ethnic minority townships and towns. These electoral committees are subject to the leadership of the standing committees of the people's congress at the corresponding level.
Standing committees for the standard category electoral areas direct election work at or below county level, with respect to jurisdiction.
National and local election funding is distributed by the State Treasury.
