Proposals and Findings on China's Rural Public Service System

Part I: Proposals
I. Prioritize building of a rural public service system to focus on the construction of new socialist countryside and meet the actual needs of the vast number of farmers
With regard to the reality in China's rural areas, building a rural public service system should be a primary issue.
II. Speed up the transition of population policy to make full use of the population and family planning network in the construction of the rural public service system
The focus of China's population and family planning policy should be shifted from controlling the number of its population to improving its quality of life.
III. Integrate rural public service resources based on the rural population and family planning network
Research by the China (Hainan) Institute for Reform and Development shows that it would be efficient and economical to build the rural public service network provided current public resources worked together with the rural population and family planning network. Desirable results could be achieved in less time for less money.
IV. Speed up construction of rural public service system
To create and perfect the rural public service system basing it on the rural population and family planning network is a totally new innovation. It needs to harmonize other relevant systems.
Part II: Findings
I.Current state of rural population and family planning network
Findings show that the rural population and family planning network is working fairly well, and a sound population and family planning management and service network has been established across the country.
II. Transition to a more service-oriented rural population and family planning network
We found that in recent years, greater emphasis has been placed on service and less on management and enforcement.

The rural population and family planning network faces many challenges.
IV. Conclusion and suggestions
Compared with other similar systems, the rural population and family planning network is the most developed in terms of organizational structure, staff and information collection.
