To create and perfect the rural public service system basing it on the rural population and family planning network is a totally new innovation. It needs to harmonize other relevant systems.

10. The system should promote transformation of the governments at different levels. The governments still play an important role in the construction of rural public service system for village self-government and farmer organizations are still in preliminary stages. Once duties and obligations are made explicit to governments at different levels, the rural family planning network can bring the initiative into full play.

11. Family planning-related policies should be rapidly legalized. Farmers are agreeable to most family planning policies but they doubt the policies' stability. Many advocate that other related polices should be legalized to stabilize farmers' expectation. This would not only decrease difficulties regarding family planning work, but also safeguard rural service provisions and perfect rural public services.
